Caption contest: What is Chertoff saying?

This photo of Michael Chertoff and Alberto Gonzales was taken at a press conference following last week's foiled bomb plot in England. What do Chertoff and Gonzales have to do with homeland security in England? We're not sure, and since the article accompanying this photo failed to explain that OR Chertoff's curious finger gesture, we decided to give you a shot at it.

Write the best caption for this photo, and win at least 15 minutes of fame - by getting your caption and your name published in our very next post!

To get the ball rolling, here's a sample caption: "Well, Alberto told me it was at least this big, but he also said the president can do whatever he wants..."

"We came this close to deciding against fabricating this terrorism plot, but then Ned Lamont beat Joe Lieberman."

"It's not the size of the wand, but the motion of the ocean that counts."

not really, but how about these:

"I have a freakishly narrow skull. It makes me looks like the guy on Edvard Munch's Scream painting. Am I right? I said am I right." Gonzales nods in the background.

or

"DHS was this close to proving its worth to the US, but those damn Brits ruined it."

or

"DHS was this close to letting the plot go undetected so that the US could justify launching WW3, but those damn Brits stole our thunder."

Homeland security also has to do with preventing international terrorist plots, so there's a reason he'd be in England.

I came this close to getting a hair transplant, but seeing what it did to Gonzo, and the subsequent fallout (note the pun), I chose not to.

rhetor: Wow, is that a triple entendre? "Fallout" referring to political repercussions, hair loss, and the potentially nuclear results of the Bush administration's war on terror?
